To meet this demand, the entity that regulates the generic top-level domain name extensions, ICANN, launched the .MOBI domain name extension in 2005. The first registrations were started in September 2006, and the intention behind this domain extension is that all websites that use it need to comply with certain rules. In other words, all .MOBI websites are required to be developed to be accessed properly by mobile devices in agreement with the so-called “MWI Best Practices for mobile content” established by the W3C Mobile Web Initiative (MWI) in partnership with the .MOBI Registry organization. These have to do with how a site is being navigated, the way it is being displayed (form and size), etc.

The regulations have raised some concerns taking into account that the generic TLD is the only one that specifies what devices should be able to open a website and the way in which this should happen, breaking the so-called principles of device independence, according to which a website should be designed in such a way as to be accessed by most web browsers and devices, be they mobile or stationary.
